Carrier Safety Management System Standard/Transportation Standards
CSMS Standard - Overview
The CSA-B619-00 Carrier Safety Management Systems standard was developed by transportation specialists and consumer organizations. This dedicated team spent many hours contributing their knowledge and expertise to arrive at a standard that works.
The standard applies basic management system principles, but from a safety management system perspective and therefore has wide application across jurisdictions.
Among the requirements are:
- Management commitment to safety through set policies and resources
- Implementation of a carrier safety management system, which includes establishing and maintaining documented procedures, and records dealing with transportation safety planning, inspection, maintenance and repairs, performance monitoring and training
- Safety management system support, which includes defining the various policies, procedures and practices that must be in place to address the requirements of the standard
- Capability to meet applicable legislative and regulatory requirements
- A continuous improvement system that includes regular internal safety system audits, management reviews and documented preventative actions

How and why the CSMS standard was developed
The Carrier Safety Management System standard was developed by a committee of volunteers, representing transportation companies, industry associations, government and consumer organizations. Its purpose is to address issues faced by the transportation industry, and help to improve safety management effectively and efficiently. During its development, we conducted a pilot program to assess the validity of the standard with carriers of varying sizes.
Who developed the CSMS standard?
The CSMS standard was developed by a technical committee of volunteer representatives from groups including transportation companies, industry associations, government, consumer organizations and regulators.

The goals of the standard are:
- To validate that carriers have instituted and documented a safety management system that controls the safe movement of people and/or goods
- To ensure the highest levels of integrity in terms of quality, operations, maintenance and continuous improvement
- To ensure those using the system have the knowledge required to pay continuous attention to the safety elements of their work.
To complement this standard and add further value, CSA developed the CSMS Qualification Program.
